[PATCH 3/3] ntdll/tests: Tests for RtlIpv4StringToAddressEx (try 5, resend)

-Remove leftover comments

-Test the ip against the non-ex version as suggested by stefand
-Change strict_is_different to a flag
-Add ipv4 init function to avoid code duplication
