user32/tests: Add tests for removing already seen messages from the queue.

Add testcase for bug https://bugs.winehq.org/show_bug.cgi?id=28884.
Test failures on w7u and w8 are unrelated to my patch, see http://newtestbot.winehq.org/JobDetails.pl?Key=12228.
