[PATCH 1/7] qcap: implement the SmartTee allocator functions (try 2)

Try 2 fixes tests (skips testing for success on creating NullRenderer
on Windows 2008 which has it missing, and doesn't use GetTickCount64()
since it isn't available on older Windows versions).
