[v2 PATCH] kernel32: Fix RegisterWaitForSingleObject for console handles

Changes from v1:
- As suggested by Alexandre Julliard, fix the issue in kernel32 by
extending the special case to RegisterWaitForSingleObject rather than
by making console_input waitable.
- Clean up tests as suggested by Sebastian Lackner.
