(v3) uxtheme: test and fix CloseThemeData with invalid handle value

Now finally with correct signed-off statement. I changed name in my
mailclient to my real name, not sure if it appears correctly on
mailinglist, so i added the "From:..." statement

This fixes https://bugs.winehq.org/show_bug.cgi?id=29862
