shell32/tests: Test ShellExecute()'s URL handling.

Besides the usual timeout on the wvistau64 VM it looks like this patch 
also had a couple of URL-related failures (one of which seemed to be 
another timeout). I also saw a couple of failures on my Windows XP VM so 
I think I'll revisit this patch.
