winetest: accept up to 100 failures for new platforms

[Austin English]

Many of the students who had the task of running winetest on Windows
were unable to submit on Win8/10 (mostly d3d/driver failures, though
plenty of other tests had issues as well). Most  of those reports were
in the 75-90 failures range.
