okShell() serves to encapsulate handling of shell_call and also provides a means for further extensions.
Remove the shell_call static initialization to not hide potential
use-before-assignment compiler warnings.

Fixed the WINETEST_DEBUG=0 case by using printf() instead of
winetest_trace(). This means no lin number on this trace but the
following test failure will have one.
Replaced the last_shell_call string with shell_call_traced so we get one
trace per (failed) ShellExecute() call, even if the parameters are the
same.
