So, I wrote this patch based on
http://www.geoffchappell.com/studies/windows/win32/apisetschema/api/ms/win/core/rtlsupport/l1-1-0.htm,
until seeing that the dll name was wrong on the bug, it's 1-1-1.

This patch itself may or may not be worth committing. It doesn't match
what I see on my win7/10 installations, but since Geoff has them
documented, seems like they were shipped in some version of the dll.
That's up to you Alexandre.
