[v5 PATCH] odbccp32: Implement SQLRemoveTranslator/W

If these are run with an old prefix that's previously run the tests
without the 'remove' implementation, it's possible to get failures of
the form:
misc.c:534: Test failed: SQLRemoveTranslator failed 3
misc.c:539: Test failed: SQLRemoveTranslator failed 3

However with a clean prefix, everything is good.
