winusb: add stub dll

A user requested this in #winehq.

Their app (http://www.actlighting.com/support/grandma2/) does ship a
copy of winusb.dll (with the same sha1 as my win7 copy fwiw), which
worked for me. Moving the dll out of the way caused the app to fail to
load.

The user was running 1.6.2, so I suspect some bug didn't install the
dll there, or other user error.

In any case, this stub is enough for the app to load, and it is also
mentioned at https://bugs.winehq.org/show_bug.cgi?id=37724, so I
figure it is worth submitting the stub.
