[PATCH] kernelbase: sync specfiles to Windows 10

Inspired by https://bugs.winehq.org/show_bug.cgi?id=42474

Note that I've scripted the process for this, so I plan to sync other
dlls in the near future. If there's something out of place please let
me know so I can address it in the script.
