regapi wasn't compiled by default on my system but I compiled it manually
and sort of worked. 
Jump in the /usr/ports/emulators/wine/work/wine-20011108/programs
directory, do "make" and you get regapi.
As for wineinstall it's in the tools directory.

I'm trying to get TMPGEnc working under wine and having some probs.
But indeed most of the functionality is there. Problems are to sort all
dependencies between dlls. TMPGEnc doesn't work even under win if the dlls
are not correctly setup. 

Probably most of the apps in the appdb work if you have windows installed
on a dedicated partition, while wine by itself is a bit more picky...
