That's not a wine problem, it's a  package management
problem... You need to install tcl (AFAIK it is needed
by the codeweavers package); then the codeweavers
package conflicts with the wine version that is coming
with your distro: uninstall this version - your distro
has certainly some tool for package management...

If you are a beginner don't mess with rpm. If you still
want to use rpm don't use the --force option.
