It doesn't "copy" it, it loads it into Wine's registry using the Windows
registry API. This means, among other things, that it can easily merge new
entries with existing registry entries, and it means that if Wine changes
its registry format (again), regapi will still work with the same input
files.

It's a timestamp. Somehow Windows seems to think it's useful to keep track
of when a particular registry key was created.
