Urgend: wrong time for WINE-Applications

Windows 98 doesn't have 'clock.exe'. But I found some other
clock-application I could use. Shows the wrong time too.

This may be an issue with notes --- but not this other
simple clock application...

I can make wine use the correct time if I set TZ to UTC
before starting any application in wine. This seems to
force wine to handle the application the correct time.
