If you are asking whether Wine works without an installed Windows, 
the answer is: that is its goal, but the Wine project is far from 
being perfect.  Looking at your subject you seem to want to know 
whether it is possible to run IE on Wine without a Windows partition. 
That will not work, IME.  All IE versions from 4.0 have refused to 
install on mine.  A working IE from a real Windows works fine though.
