user.exe still not found

All,
With a different build, this one from today's CVS tree (from DataParty),
the setup application doesn't crash, but exits normally.
However, I get this error:
err:module:BUILTIN32_LoadLibraryExA loaded .so but dll user.exe still
not found
Even though...
