Wine is a opensource implimentation of the win32 api
for x86 based unix.  it has two approaches.  runtime. 
where it uses windows binaries and winelib which will
allow the source to be compiled on unix.  it's a work
in progress project, ie, alpha.  it works on many
applications but not all.
