no waveIn is part of winmm, not directsound
winmm (thru wineoss) using any available sound device at OS level
so, if you sound card isn't properly configured in Linux, wine won't 
be able to access the sound card

to check if your sound card is supported, check out
cat /dev/sndstat

I have something like (see the audio device in duplex mode)
