Automatic x11drv/ttydrv?

Is there any reason that Wine couldn't be altered to choose ttydrv
automagically if DISPLAY is not set?

I noticed, for instance, when wanting to run 7z.exe (the 7-Zip archiver)
outside of X, that it bombed wanting to open the X11 display -- even though
7z is a console app.  Surely there must be a way to switch to ttydrv (which
has error-stub implementations of windowing calls) automatically if there's
no X11 to speak of....
