Could not load 'CARDS.DLL' required by 'FREECELL', error=21

All,

Attempts to load freecell result in:

Could not load 'CARDS.DLL' required by 'FREECELL', error=21

The partition is native and the app works under a win boot. Other apps 
seem to work fine as well.
