[Wine]attempt to change regional settings

I need to change my regional settings in wine. After I
googled I found as solution to use
  wine control.exe ...

However, I do not know how to get that control.exe and
the various applets ... I have no access to CVS so I
cannot use the files provided on the wine server.

An alternative would be to manually edit the user.reg
- but my attempts were not successful as well.

Any help welcome ...
