Actually the most likely cause is that you upgraded the app you're running
(or it upgraded itself).

It is the VC7 runtime library and has never been included with Wine.
Applications are supposed to distribute it with themselves. So maybe the
app itself is broken? (This DLL does not come with Windows either)

Getting it from dll-files.com should be fine.
