[Wine]Trying to get Xilinx tools running

No idea about this specific app, but if you need a DLL then look here:

http://www.dll-files.com/

Grab the dll and try placing it in c:\windows\system or possibly in
the Xilinx program files directory.

No promises but it's helped on a couple of apps I've installed.
