I am using Debian Sarge.
I compiled wine 0.9 from source and have the same problem. I launch app with 
LC_ALL="en_US" and have english characters in winecfg. And also wine draws 'P' 
as said above.

my ~/.wine/drive_c/windows/fonts is absolutely clear after
# make install
I've tried to copy *.ttf fonts from WinXP installation. That hadn't helped me.
But, I haven't configured my XFree86 XServer to use ttf fonts.
