I just ran into a very similar error in a different context.
What does
  grep -i ProviderOrder ~/.wine/*.reg
say?  If it says anything, you might be running into
http://bugs.winehq.org/show_bug.cgi?id=6002
(The easy workaround in that case would be to
delete or rename your existing .wine directory before installing.)
