You don't have to manually copy a file from a Windows installation now
either.  You can find this file on the internet, but to legally use it
you still have to have a valid windows license.  Same with any native
dll you use with wine.

I wouldn't ask how or why, as these tools are going the way of vhs.
Long story short, yes they downloaded these files.  You agreed that
you had a valid windows license when you pressed OK for their EULA.
