That is not true here. I have Windows 98 SE 4.10.2222 A here with IE 5 
(and Firefox) installed.

I used the file from: 
http://download.microsoft.com/download/ie6sp1/finrel/6_sp1/W98NT42KMeXP/EN-US/ie6setup.exe

It had no problems with "Downloading Components"
