FWIW: On my SuSE 9.3 system running as a user rather than root I see this:
jelly at jelly:~> file /dev/ttyUSB*
/dev/ttyUSB0: character special (188/0)
/dev/ttyUSB1: character special (188/1)
/dev/ttyUSB2: character special (188/2)
/dev/ttyUSB3: character special (188/3)
