[Wine] purpose of winelib?

Hi!

What is the purpose of winelib?
Is it really possibly to compile for non-x86 architectures?

If i recompile a windows program with winelib, for what
do i need wineserver? I figure it has something to do
with kernel functionality. But what exactly?
