[Wine] Can't install Dreamweaver - _isuser.dll trouble

I am trying to install Dreamweaver MX 2004 with wine 0.9.17 on FC5 but it
stops at an error saying that _isuser.dll can't be installed I tried
several times and even made sure the dll file is there and is executable.

Does anyone know where the install process is trying to install the
_isuser.dll file?

It is currently in the
.wine/drive_c/windows/{05BB2EC5-6BEF-4DDC-9E75-BEE7B161157A}/temp

The install process put it there in then stops with the error.
