Debian Sarge does not have wine 0.9.11. From which repository exactly
did the package come from?

Funny. What is the output of 'locale'? Please try the following:
$ WINEPREFIX=~/testing-wine wineprefixcreate
$ WINEPREFIX=~/testing-wine winecfg

and check if it looks the same. You can delete ~/testing-wine
afterwards.
