Oh - I thought you meant libxml2-dev was a Windows library.

Anyway, my original question was wrong.  My wine does have XML support.
Judging from the Wine/Windows error dialog, it appears Password Safe is
looking for an actual XML reader.

So now my question is, how to make an XML reader available to Password
Safe in Wine?
