Yes, it is. AFAIK the plan is to get both, MS .NET and Mono work with
wine. Dan Kegel wrote a shell script that installs mono and sets up
the registry keys needed for Wine to use it for .net programs:

The problem is that MS .NET doesn't work atm. and the Wine people don't
want to rely on MS software (might be withdrawn or made incompatible
with Wine).
