I think he wants to switch keyboards on the fly. I just sorted a problem on 
real windows where the customer was switching between English, Russian and 
Ukrainian keyboards on a character by character basis.

I switch between a US keyboard (peculiar Englishman who prefers it) and a 
UK keyboard when I need a £ sign.
