ru_RU locale name does not have character set information. ru_RU locale
can be linked to ru_RU.KOI8-R, ru_RU.UTF-8, ru_RU.ISO-8859-5 or
ru_RU.CP1251. Check 'locale -a' output and use locale name with charset.
