This is possible through winecfg.  However, I agree that this should be packaged with Wine based upon customer usage.  There are certain programs that need to run in Windows NT, or Windows98, not WindowsXP.

Note:  Your original request definitely has merit, but serious investigation should occur before implementation efforts start.
