[Wine] How do I do this?

You need to use single quotes if you want the shell to ignore escape
sequences (starting with '\')

You can use double / single quotes around the space or escape the space:
e.g. cat "~/some folder with spaces/file.txt" or
cat ~/some\ folder\ with\ spaces/file.txt or
cat ~/some" "folder" "with" "spaces/file.txt
