You can get rpm-4.4.2-199.1.i56.rpm from here http://rpm.pbone.net/ you need to check that the option "Search for rpms by name" is selected. I find that versions lower than the above do not provide rpmlib(PayLoadlsLzma)<=4.4.2-1 which if i am correct you are really looking for.
