Because you used PlayOnLinux (which uses any installed Wine it can find), Steam probably didn't end up being installed in the right wineprefix, meaning Steam will complain about Steam not being installed (eg. installation adds some important stuff you're lacking in Wine's default prefix because it's in PlayOnLinux's prefix instead). Remove and clean up anything related to PlayOnLinux, then install steam normally by launching the installer with regular wine.
