Sadly, the solution ultimately lays with your choice of video card.   I'm the maintainer of this app on the AppDB and I have known ati users who have tried to play this game for some time, they have also been frustrated but have ultimately just sworn off ati and gone nvidia.

I get a good framerate at 1680x1250 with my NV 8800GTS.
