[Wine] Installation of WeatherProfessional

I am trying to install WeatherProfessional from eQ-3 using WINE, but it fails with the following messages:

Can anybody see from the messages, if this is a solveable problem?
Maybe just related to a missing postgreSQL?
Or is there something fundamentally flawed with this stuff?
