Reinstalling what? I hope not Wine, because that won't solve your problem. 

Open winecfg with the following command:

WINEDLLOVERRIDES="ole32.dll=b" winecfg


then remove the override on the libraries tab.

It's best to set overrides only for the app that needs them rather than globally.
