I think you are misunderstanding some issues...

this is not entirely a Wine issue and nothing they can do to fix it.

Sure that card will run things better on Windows, thats what it was designed for.... Linux doesn't use DirectX at all.  Wine translates Direct3D to OpenGL... and the OpenGL support of that card, including the Linux Drivers for it, are just not good enough to do much with.
