[Wine] make sure the cryptographic service is running on this compu

I'm trying to install IE7-WindowsXP-x86-enu.exe but am getting the error:

"make sure the cryptographic service is running on this computer"

I believe that this is a conflict between builtin and native dlls, but am not sure how to resolve it.

I am running wine-1.1.32.
