I understood that Wine's MP3 code is removed and it binds to the external libmpg123 instead. That means the decoder should still be there, just handled by a different library.

Selecting a different decoder depends on your media player. I know for a fact that you can change the preferred codec settings right in Media Player Classic settings menu, but usage on that is a question for MPC forums, not the Wine forums.
