Sounds very fishy to me. More along the lines of Reactos project (use of leaked win source code, disassebling, analyzing win libraries under debugger).

In short - you can't do stuff like that without knowing things you not supposed to know. Or you won't get anywhere (see Wine's ntoskrnl).
