OK, I'll check my version with svn.  The wine version is 1.3.9 according to winecfg. (and I just verified it.)

That is the right link for Landscape Designer.  It has comprehensive help, so if you know SC4 and have it installed, you can generate and render a new region if you like.

If you want to use it, and it doesn't handle the db for you, you can work around it by generating a gray-scale map, then building the config.bmp file with mtpaint.
