http://bugs.winehq.org/show_bug.cgi?id=14827  Is currently marked as fixed in wine 1.1.21 or latter mroberts.   If you are trying program with 1.0.x  wine please move to the development branch lot of bugs are fixed there and are not back portable to the 1.0.x branch.

http://bugs.winehq.org/show_bug.cgi?id=421 is currently assigned to hew from codeweavers.  It is possible at times to talk to him in irc.

15942 patch is not merged main line for some reason it did not make it.  Sometimes it is as simple as test cases missing.

Most of the people working on bugs in wine work on it in a bug by bug base.  Not 100 percent targeted at any one particular application.
